The disAbility Law Center of Virginia is holding four CLE sessions this summer for Virginia attorneys. These trainings will give you a better understanding of disability rights laws, how they interact with federal and state laws, and practical applications for Virginia-based attorneys.
Rebecca (Becka) Herbig is the Legal Director at the disAbility Law Center of Virginia. She attended the College of William & Mary, University of Richmond School of Law, and obtained a Masters in Social Work from Virginia Commonwealth University. In addition to her work at dLCV, she serves as Faculty in the area of Law for the Virginia Leadership Education in Neurodevelopmental Disabilities program at Virginia Commonwealth University.

Lauralei Singsank is a legal fellow at dLCV. A 2024 graduate of the University of Virginia Law School, she recently passed the bar exam and was sworn into the Virginia State Bar in late 2024. When she’s not in the office, you can find her on the pickleball courts.

Zachary DeVore is a Senior Attorney at disAbility Law Center of Virginia – he has been at dLCV working on a variety of issues including institutional rights, community residential facilities, and accessibility since 2007. Mr. DeVore’s recent work at dLCV primarily involves matters involving the Americans with Disabilities Act, the Virginians with Disabilities Act, Section 1557 of the Affordable Care Act, the Rehabilitation Act, and other disability rights statutes. He is a graduate of William & Mary School of Law and Mary Washington College with a history degree.

Colleen Miller has served as the Executive Director of Virginia’s Protection and Advocacy System since 2003. Prior to her work in Virginia, Colleen was the Legal Director of the New Mexico Protection and Advocacy System. A cum laude graduate of the University of Pittsburgh School of Law, she began her legal career as an Honors Program staff attorney in the Civil Rights Division of the US Department of Justice. Colleen was a trial attorney in the Special Litigation section and a senior trial attorney in the Office of the Americans with Disabilities Act (now the Disability Rights Section) at DOJ.
